Looks like Saanjhi. In northern part of India, there's tradition of making a 'Saanjhi'.
It is not Sanjhi. It is a story telling panel, found in Haryana Rajasthan region. Best place to see them Uruswati Museum.If there is a specific name you found out, do let us know.
After some help from friends in Rajasthan, I figured this one. It's a clay votive from Molela, the potters village near Udaipur. Sold to tribal people, with motifs and stories related to tribal legends and gods. This article has a good set of explanations:http://rajsamand.nic.in/molela.pdf
